Still Empty After All These Years

Well, the woods are filling in nicely around it, and they've added a solar panel on the roof, perhaps in a desperate attempt to pass this off as green building. 

 But I've been driving past this heap for five years now, and while this is not really what they mean by "architectural folly" it certainly is the phrase that comes to mind.
